Favorable winds are blowing across the entrepreneurial landscape of Estonia\u2019s only university of technology: the state is placing greater emphasis on science-based business. Caroline Rute, the new head of the university\u2019s entrepreneurship department, calls it a \u201cpositive problem\u201d \u2013 there is more interest and support than before, and now it\u2019s time to turn those opportunities into tangible results.<\/p>\n","protected":false},"author":8,"featured_media":17458,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"inline_featured_image":false,"footnotes":""},"categories":[250],"tags":[551,740,402,403],"class_list":["post-17745","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-business","tag-entrepreneurship","tag-research-collaboration","tag-spin-off","tag-startup"],"acf":{"postbuilder":[{"acf_fc_layout":"text","type":"text","text":"

The Ministry of Education and Research<\/a> has allocated funding from the ASTRA+<\/a> measure to help the university elevate its knowledge transfer capabilities to a new level. At the same time, the Ministry of Economic Affairs is preparing an additional support programme aimed at bringing science-intensive ideas to market.<\/p>\r\n

According to Rute, this gives the university a rare opportunity to carry out larger and more impactful projects than before: \u201cWe have a very positive problem \u2013 the state wants to support the entrepreneurial direction of universities.\u201d For the university, this brings a great deal of responsibility: the additional funding must lead to concrete results \u2013 more science-based companies, new cooperation agreements, and technologies reaching the market that create clearly perceivable value and impact for society.<\/p>\r\n

These support measures are all the more critical as Estonia\u2019s business environment is currently in a volatile state \u2013 inflation, tax increases, and geopolitical instability have made companies more cautious when it comes to development.<\/p>\r\n\r\n

Three centres, one goal<\/h4>\r\n

The university\u2019s technology transfer office<\/a> consists of three units: the technology transfer centre, the start-up centre, and the business collaboration centre. Their shared goal is to ensure that both researchers and entrepreneurs can find a \u201cdoor\u201d at the university that opens to the support they need.<\/p>\r\n

The business collaboration centre coordinates and develops communication between the university and companies. Across the university\u2019s faculties, more than twenty people work to connect researchers with businesses \u2013 helping identify the right partner, expertise, or laboratory.<\/p>\r\n

The technology transfer centre brings inventions and research ideas to market, maps the university\u2019s intellectual property, evaluates the potential of inventions, and assists researchers in protecting their IP, for example through patent applications. It is crucial to determine whether an idea should become a new company or if it makes more sense to license the technology to an existing firm. Thanks to the centre\u2019s efforts, the number of deep-tech companies founded by university researchers has grown significantly in recent years.<\/p>\r\n

The start-up centre builds bridges between science and the next generation of entrepreneurs. Its focus is on fostering entrepreneurship among students and researchers \u2013 ensuring that good ideas don\u2019t remain stuck in a drawer. The centre also organises hackathons, training sessions, and mentoring programmes where participants can expand their knowledge, develop ideas, build teams, and test prototypes.<\/p>\r\n\r\n

Less bureaucracy<\/h4>\r\n

When the first spin-offs emerged, they often faced complex procedures and drawn-out processes, but according to Rute, the situation is now much smoother. The university\u2019s entrepreneurship processes have become more transparent and faster, thanks in large part to standard contracts and a clearer framework.<\/p>\r\n

Rute advises researchers considering the commercial potential of their idea to contact the technology transfer centre as early as possible. This helps determine whether the idea is worth protecting and, if so, what steps to take. \u201cIf an invention or idea has already been presented at a conference, it might be too late to file a patent,\u201d she warned.<\/p>\r\n

Early contact can open up entirely new opportunities \u2013 for promising projects, the Entrepreneurship Department offers development grants of up to \u20ac30,000 and access to training, international events, and conferences.<\/p>\r\n

There\u2019s also a new approach to the researcher\u2019s role in business. Together with science parks and other universities, the university plans to establish a new position focused on finding suitable co-founders for science-based teams. This would ease the burden on researchers, who would no longer have to carry the full responsibility for commercialising their ideas or leave the university to turn their inventions into companies.<\/p>\r\n\r\n

Patents: numbers don\u2019t equal impact<\/h4>\r\n

Patent activity in Estonia remains lower than in the Nordic countries. One reason, according to Rute, is that starting a business here is very straightforward \u2013 so much so that intellectual property protection often gets overlooked. To ensure good ideas aren\u2019t left unprotected before reaching the market, the Entrepreneurship Department is putting increasing emphasis on training and early-stage advisory.<\/p>\r\n

What matters isn\u2019t how many patents a university or researcher holds, but what is being protected, where, and why \u2013 and whether that protection will hold value in the relevant markets in the coming years.<\/p>\r\n

That\u2019s where the technology transfer team comes in. Sometimes the smartest move is to sign a licensing agreement; other times it\u2019s to establish a new company. There\u2019s no one-size-fits-all formula \u2013 each decision is based on strategic, informed choices.<\/p>\r\n\r\n

The future depends on consistency<\/h4>\r\n

According to Rute, companies' interest in collaborating with researchers is closely tied to the economic environment and available support measures. When suitable funding opportunities arise, the number of research-related orders increases rapidly; when support is scarce, companies tend to limit themselves to smaller, short-term services.<\/p>\r\n

Because collaboration is the foundation of progress, the university\u2019s entrepreneurship department is constantly looking for ways to bring researchers and businesses together \u2013 to exchange ideas and create new solutions. This includes organising hackathons and niche events targeted at specific sectors. One such opportunity for idea exchange will be the university\u2019s Entrepreneurship Day on 13 November, which brings together entrepreneurs, executives, and researchers to explore new solutions, share ideas, and launch projects that transform knowledge into practice.<\/p>\r\n

In Rute\u2019s view, the key to advancing science-based business in Estonia lies in ensuring long-term stability and a consistent vision. Right now, the system relies too heavily on project-based funding, which hampers the growth of research-intensive initiatives and fails to give businesses the confidence they need. \u201cWe have a lot of good ideas and strong research in Estonia, but too much project dependency and instability,\u201d Rute said.<\/p>\r\n

She believes Estonia could learn from countries that have clearly embedded long-term innovation and industrial development in their national strategies. \u201cWe have a great success story as a digital nation, but when it comes to being a launchpad for deep-tech and science-based business, we still have a long way to go,\u201d she stressed.<\/p>\r\n

Still, there are promising signs of progress \u2013 science-based entrepreneurship is gaining more recognition at the national level, and a new generation of researchers and students is emerging at universities, actively seeking ways to change the world through innovation.<\/p>\r\n\r\n
